Newbie here, can't post anywhere else - sorry.
I recently bought (2nd hand) a Powercolor HD6970 with a waterblock and am currently running it in XFIRE with a Sapphire HD6970 fan cooled. I have just begun mining in the last two weeks so there is lots new to me here but I am rapidly learning and understand a little more than the standard user about hardware (no IT pro/scientist though! just hobby). So, initially I have been playing very safe and not OC the cards, but am monitoring the stats using Afterburner, SpeedFan and CCC - as well as CGMiner. When CGMiner is running, both cards go under full load and everything is working fine - temps, fan speeds, etc - no probs. But what I am seeing is my Powercolor was mining at 375M/380Mh/s @ 52'C Stock clocks with activity monitor showing 95%. One day later it is mining at 350M/400Mh/s @ 52'C Stock clocks, but the activity monitor on CCC is showing only 93%. My Sapphire is mining at 394M/396Mh/s @ 68'C Stock clocks and shows 99% on the activity monitor no changes. I realize I'm not getting my max hash rate here and just want to know whether it could be the lower end type of card i'm using compared to the higher end card or if it's likely to have been damaged by previous owner OC etc. etc. I can't seem to get any more activity out of this card....
Anyone have this issue before? Or any ideas, opinions?

could be who you are Pooling on, maybe try a different pool and you might get better rates. lag/latency can slow things dwon
