Several ways.

Buy them at an exchange like Mt.Gox.

Mine for them (lokup info in the mining subforum).

Get them from sites that give them away for free like CoinChat, or BitVisitor.

If you're into gambling I think BitVegas (a Bitcoin Casino created in Minecraft) is nice too.

However your starting point will be to create a so called wallet, so you are able to receive BitCoins. For Howtos either lookup these forums or Bitcoin.org.

Mt Gox and Bitstamp are my two favorite exchanges so far although they both have major problems.  I'm new to BTC-e and it seems like the weakest so far but that is just a first impression.   But if you want to use more than one exchange, just get you funds into one of them and then you can always fund the others by sending them bitcoins, which you can sell for fiat or litecoins, etc.

hopefully soon there will be places everywhere to get bitcoins.  it's just going to take time to get the infastructure together.  for the moment, just use mtgox, they're the safest.  (until the Japanese government gets manhandled by the banking sector and forces it to close down... and don't think this is just a vague possibility - you can't even send paypal personal payments in Japan, because personal payments have been outlawed by japanese banks pressure on the reigning 'jimintou' right wing government.)

I read the fine print on Mt. Gox and sending money all the way to Japan with a 1000 yen fee did not seem realistic to me.

Someone suggested localcoin to me the other day.

You can also mine some yourself, right? But how much you get depends on your system specs
