As such, they need to develop a custom side-chain that can store the data privately - which is no small undertaking. It may all go belly up, but I'm willing to give them more time, given the uphill battle they have on their hands.

Perhaps the team should try pilot another country or medical companies even outside the US if they think it is an easier option?
