I'm using Bitcoin Core: 0.14.1 but it either takes to long to confirm even at a max fee set in the wallet at 2 blocks to confirm or i get below at any fee level I try ...and it never leaves my wallet ..

I have

deleted every thing, redid the whole wallets nodes that takes hours and it still works half ass and nothing like it used to ...

How long is Bitcoin Core open for before you make a transaction? It needs time to actually generate accurate fee estimates so you need to have it running beforehand before you can actually send with an accurate fee.

Since this transaction is not in the memory pool, you should be able to right click it and choose "Abandon transaction" then resend the transaction with a higher fee. Part of the problem with this transaction is likely that it did not propagate well, in additoin to having a low transaction fee. It is not in your node's mempool and I can't find it on any block explorer or in my own node.

The wallet is open for Hours, i like to help with the block chain when i can ( and why i run it on one of my PC ) . ..and i did Abandon transaction and reset it, now it shows Status: 0/unconfirmed, in memory pool the same transaction it changed to in memory pool from not in and I used Abandon transaction and reset it, on two other transactions that were worse  ..that was just a example above of what been happening to me and it's getting annoying . so i convert any bitcoins to either ZEC or ETH less hassle ...I mine mostly eth or zec unless i use my Script miners , but may stop using CleverMining and nashhash due to wallet issues, unless they start offering in some other coin as payment.

IS there another wallet i can use that might work better .. i don't mine waiting if it actually sends .. not here really looking for help just some advice on what wallet would be best ...

and would buying a hardware wallet be a better pick .I've been mining btc or coins in general sense April 2014 ..and knew about BTC or coin mining before that but like every else at that time, thought it was BS ..

From the information you provided, it looks like the transaction has been confirmed. https://blockchain.info/tx/b255e5c5b97e5c396005098de04c4ec3c398239f49214e5fb96342b3ebce3ee8 Am I missing something?

There is no best wallet for everyone. You must find your wallet yourself. If only function that depends on you is CPFP, choose Electrum. If you store a lot of BTC, of course buy hardware wallet. If you can't buy hardware wallet, then your best bet is storing them on paper wallets each 5% of your cold bits. When one paper wallet fails, you still have access to your 95% of resources.

Ledger wallet nano or Nano S is pretty cool. Of course, if you want to use securely bitcoin without paying extra this is the best way:
I recommend downloading ubuntu mate, installing few packages like this on it:

sudo apt-get install python-qt4 python-pip
sudo pip2 install https://download.electrum.org/2.8.2/Electrum-2.8.2.tar.gz
Electrum lets you set a manual fee, also you can send to many addresses easily with that wallet.
If you example run some kind of campaign where you pay in a batch, you will save alot in fees.

In our country which is the philippines i use coins.ph wallet because it is easy to convert the money or my money in our currency which is peso. It is also easy to withdraw the money to the remittances or banks. Coins.ph also has a virtual visa which you can shop or buy onlines using your virtual visa. And specially there is no deduction if you transact the coin into another wallet.

My favorite is Electrum. It is a light wallet so you don't need to download the entire blockchain and it also has good fee estimation with their Dynamic Fee option which takes the guesswork out of adding good sized fees.

The problems with web wallets (such as. Coinbase, Blockchain) is the problem that the private keys are stored by them and on laws of cryptocurrency, whoever owns the keys, owns the crypto. Also if  they had a possible vulnerability and the coins were stolen, you would not probably ever get them back. For your own good and for sakes of decentralization, use electrum or such.

Here in our country (Philippines) we have a local online wallet which is coins.ph has a fast and reliable services to each users that is why i can say that this is one of the best wallet for me since i used multiple online wallet. Next is blockchain.info and mycelium last is xapo wallet those wallet i already tried i recommend to you is blockchain.

This is why I like BitPay's wallet. They are a respectable company in the US, but they still dont control your money so you are safe.
