User nutkumkub is a probable scammer. He/she has not scammed anyone yet, but I strongly believe he is a scammer.

Roughly 2 months ago, he requested a loan from me: (archive)
Bitcointalk Username: nutkumkub
Amount of BTC needed:0.002 BTC
Reason:personal
Repayment Amount:0.0025
Repayment Date: 21/03/2017
Bitcoin Address:    18Dq4HJHGKGvLL5c2ZmGpRARg7K7zU7cj3
Collateral (if any): this BCT account (nutkumkub)

Earlier today, I got a PM from him asking if I buy accounts, and specifically, him wanting to sell his account for 0.005BTC

A quick look at his post history, and you find he's asked for 0.005BTC loans from 2 other lenders very recently and conveniently offered is account as collateral: (archive)

Username: nutkumkub
Loan Amount: 0.005
Bitcoin Address: 13Ac79tGYpemvFjy4UhX4gDLDpsm8MeHVE
Number of days: 2 days
Collateral offered: This bitcointalkaccount
Optional Service (see V.): None
bctalkaccountpricer.info link: None

Loan Amount: 0.005 bitcoin
Reason for Taking out a Loan: Private
Amount to be repaid: 0.006
Repayment Date: 2 day
Type of Collateral: bitcointalk account
Bitcoin Address: 13Ac79tGYpemvFjy4UhX4gDLDpsm8MeHVE

He's also asked for a larger amount recently:

Amount of BTC needed: 0.01BTC
Reason for loan: Private
Repayment Amount: 0.012BTC
Collateral: My Account
Repayment Date: 5 days
BTC Address: 1AMiXPym737qsogprQud9uaoR51NR6Nmct

Here is zarzab's response to nutkumkub's loan request:

Loan Amount: 0.005 bitcoin
Reason for Taking out a Loan: Private
Amount to be repaid: 0.006
Repayment Date: 2 day
Type of Collateral: bitcointalk account
Bitcoin Address: 13Ac79tGYpemvFjy4UhX4gDLDpsm8MeHVE
denied, sorry  I do not take btt account as collateral

edit : even more I do not buy accounts

It seems like he offered to sell his account to zarzab as well. nutkumkub is probably trying to get an account sale disguised as a loan.

taking a break - expect delayed responses

I have seen this type of behavior before (albeit not as frequently). The problem is that the current lenders tend to accept any random accounts as collateral, often when the risk of defaulting is high. If one is unable to sell their account, attempting to use it as collateral to "dump" is the next step for them.

I have left them a negative rating for this, as I have left other users negative ratings for the same reason before.
