Everything is in the title
I am asking this because as a new member and new with bitcoin, I am always searching for good legit site that are really paying its members
It will be really interesting to have a kind of sub forum to evaluate programs/sites with votes from bitcointalk's members
I propose also that votes should be multiplied depending of the status (Newbies, Jr. Member, ... Legendary)

According to NIST and ECRYPT II, the cryptographic algorithms used in Bitcoin are expected to be strong until at least 2030. (After that, it will not be too difficult to transition to different algorithms.)
Advertised sites are not endorsed by the Bitcoin Forum. They may be unsafe, untrustworthy, or illegal in your jurisdiction.

There's already "Scam Accusations" section: https://bitcointalk.org/index.php?board=83.0
Although not all of the programs/websites are evaluated there, a simple search on that section about certain website/program should give you a heads up (in case there's an accusation).
Furthermore: http://www.badbitcoin.org/

Users rank shouldn't put them into a different category (same as you shouldn't trust any high rank member, due to their status since you never know if someone is the real owner or simply just using a bought account).
IIRC Newbie members can't vote.

FYI.There is no such thing a free bitcoins. The sites which claim to do so are a scam and you should stay away from them.Don't expect spoon feeding, you need to educate yourself on bitcoin scams.
