Well that is a huge problem for people who run these sites... Many of people who actually perform there are mixed up in a larger setup. I'm talking about local businesses renting apartments for this particular purpose. I have spoken to several people from this circle. And lol, many times I have thought about launching my own website of this kind -- with BTC as the main currency going through some stable exchange channel.
