its cool electrum supports bip39 but why wasn't bip39 used exclusively ?
proof LN isn't Decentralized           official Electron Cash wallet

Idk, sometimes people don't like change for whatever reason. I don't see any reason at all not to support BIP39 but people are pretty radical 'round these parts.
