Is there an iPhone app that will let me import private keys from Litecoin paper wallet. Must be an iOS app, I don't have a computer.

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

try LoafWallet or Jaxx.

Jaxx looks okay for me. Make sure to backup the seed in order to recover if your phone get lost and place lock app if you can
