How does one change his profile picture on these forums?

Where's the option of adding a profile picture? I can't find it in profile settings anywhere.

1. Log in.

2. Locate the word "Profile" a little below your handle (username) at the top of the page. Click on it.

3. Locate "Forum Profile Information" in the left navigation section. Click on it.

4. Follow the instructions for uploading your personal avatar.

You may see users on rare occasions with an animated one too.
I think they changed the rule in 2013 blocking them.
But some users still had one and they still work.. until you change it.

There also use to be a Newby forum section.. "Nooby Jail" of sorts.
You had to post in there for a bit before you were allowed to post in the ALT section etc.
