Does the Network cable have an effect on a miners output?
Can it except a Cat6 cable or Cat5e cable?

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Ok, here is the situation....

I have 200 Mbps internet speed.
Currently, I have all my miners hook up with CAT5 cables everything is working fine. But it isn't taking advantage of my internet speed.
So, I did a test and ran 1 Cat6 cable directly from my modem to 1 miner and the red light indicator comes on about 30 seconds later.

Any ideas on what is going wrong here?

Internet speed/cable category is irrelevant - the real bottleneck is the hash calculation.  As long as you're getting the correct THs average at poolside all is well.  Don't sweat the small stuff.  Cool
