The Ministry of Communications and Mass Media of Russia expects that Blockchain technology and distributed ledger technologies will be legalized and regulatory accepted in 2019.
According to a report by TASS, the Ministry of Communications has issued a draft of the program called "Digital Economy of the Russian Federation", where it stated:
"The adoption of regulations supporting the usage of technologies for decentralized registration of registries and ownership certification ("BlockChain", etc.) in 2019".

there is nothing certain,so called  Ministry of Communications and Mass Media of Russia is not a state oficial source
it is one of the many media holdings,
rumours about legalisation of bitcoins in Russia have been circulating since 2015
it ranged from compete prohibition of bitcoins to total legalisation
2017-2018 I'm 100% nothing will change in terms of russian legislation regarding bitcoins
many will depend on how bitcoin adoption is going around the world:if Japan,India,China and other countries regulate bitcoin
Russia will follow,not vice versa though
