I can view the transaction on blockchain info but 0/3 confirmations yet and it never has taken this long. Original amount sent was $402 and the fee was 0.42 Cents. Is it cause the fee is too low? Any chance this could be speed up?

As long as the fee is at least 0.0001BTC/KB, you will be able to accelerate it here: https://www.viabtc.com/tools/txaccelerator/
Just copy and paste the TXID into that site and it will say "accelerate succeeded" and if it gives that and the transaction does not have any unconfirmed parents, it will be confirmed on next block that ViaBTC mines.

Tried it says it full and please try again later? Never used this method before. Its very unusual for a transaction this small to get stuck.

Can you give me the TXID so i can take a look on the transaction?
Also yeah ViaBTC hits their hourly limit pretty quickly so you gotta be really fast.

That has 120sat/byte fee when you should send with something like 180sat/byte to get it confirmed quicker.
I suggest you download electrum because the keys are stored locally and you can customize fees and such.
As far as i know, blockchain sends with really low fees compared to what they should be sent with.

Yea, thats what I figured that the fee was too low and they generated it for me. I didn't choose it. As far as this transaction should I just wait or should i keep trying every hour to get it in the next pool? Should this clear by today?

It should be cleared within 24 hours atleast for sure, and you can try that.
I think the tool resets on every change of hour.

I think some transaction rely matters on fee the higher the fee the fast the network confirmation. but if it's not confirm I think it will be back to your account.

For future reference you should start using a wallet where you can choose the fee (doesn't have to be electrum) and then look at bitcoinfees.21.co for the right fee depending on how fast you want it confirmed. Your best chance this time is just to is to wait, normally at your fee you won't wait more than a day.
