Yep.  You're waiting for this transaction to confirm first which doesn't have high fees... the high fees you attached to the second tx is wasted.

Your transaction spends from two unconfirmed transactions. Those two unconfirmed transactions spend from a number of other unconfirmed transactions. Your transaction cannot confirm until all of the unconfirmed transactions which it depends upon (the ones it spends from, the ones that those spend from, and so on and so forth) are also confirmed. Since you have a huge mess of unconfirmed transactions that your transaction depends on, it may be a very long time before your transaction confirms. It may be possible that your transaction will never confirm if any of the several unconfirmed transactions ever gets double spent and the double spend confirms.

All you can do is ask miners to confirm all of the unconfirmed transactions that your transaction depends on. However, given the complexity of the web of unconfirmed transactions, I don't think many miners will be willing to help you.

That is impossible to know. Again, given the complexity of the web of unconfirmed transactions, it could be an extremely long time, from several days to a few weeks. It is also possible that the transaction will never confirm.

The transaction that you are asking about spends 12.31142 UNCONFIRMED BTC that were received in unconfirmed transactionID 07d32a8b417d90bb00d6acc752b0b6385105f901837b15606ba0d44d4d20373f (Unconfirmed as of 2017-05-12)

and another 0.51603666 UNCONFIRMED BTC that were received in unconfirmed transactionID 60a535813777e45e8fab5d170d4da1f1268f913d518f858878bb76fc311c0e1b (Unconfirmed as of 2017-05-12).

Since those bitcoins are unconfirmed, the transaction that you are asking about cannot confirm.

Unfortunately, the transaction that provided the 12.31142 UNCONFIRMED BTC also spent unconfirmed bitcoins.

Specifically, that transaction spent:
  • 0.23405037 UNCONFIRMED BTC that were received in unconfirmed transactionID 399e281ac450ea2034bb44e303d1785722a50f316811891077c0803094086633 (CONFIRMED  2017-05-11)
  • 0.01551067 UNCONFIRMED BTC that were received in unconfirmed transactionID 5a5149e1311fb393a7e1c0db20db2266dabfdb024f37ddf2a62df9c988e593e3 (Unconfirmed as of 2017-05-12)
  • 9.53404995 UNCONFIRMED BTC that were received in unconfirmed transactionID 5d7a4489b983809b0fb07b8901352044c7e71941b7e944891cfec9667e14e160 (CONFIRMED  2017-05-11)
  • 1.40739920 UNCONFIRMED BTC that were received in unconfirmed transactionID 66b940ff9c1ae299f6da45bac97d6c07316cec9c05176df310b1b0b5b874ce2f (CONFIRMED  2017-05-11)
  • 0.06310370 UNCONFIRMED BTC that were received in unconfirmed transactionID 8fe8229ac0228c782f3271e687d014fdbd81b333e74a92e16a64ec747bb5c247 (Unconfirmed as of 2017-05-12)
  • 0.01200610 UNCONFIRMED BTC that were received in unconfirmed transactionID 9c3e18efedb08241bdc4f603c9e5673ed503b88f79ea96280b4c6890dad6c025 (Unconfirmed as of 2017-05-12)
  • 0.02331000 UNCONFIRMED BTC that were received in unconfirmed transactionID 9de0b42bffc6844e579daec62bf9752352109285799f04905b8534b40237263b (Unconfirmed as of 2017-05-12)
  • 0.01453475 UNCONFIRMED BTC that were received in unconfirmed transactionID a0e1df5e1b03cdba818db948475257a7964a72f2d9ee9dfca53aa5d1d5923171 (CONFIRMED  2017-05-11)

Which means that the 12.31142 UNCONFIRMED BTC that were received in unconfirmed transactionID
07d32a8b417d90bb00d6acc752b0b6385105f901837b15606ba0d44d4d20373f cannot confirm until those earlier 9 transactions all confirm.

Perhaps you should talk to whomever sent you the unconfirmed transactions and explain to them that you don't appreciate it and that you refuse to engage in transactions with them in the future until they learn how to only spend confirmed bitcoins.

If you decide to pay a miner to confirm the transactions for you, you now have the list of transactions you'll need to pay for.

These types of questions come up often enough that I've written some software tools I use to investigate issues.

I don't have the automated tools that DannyHamilton has - perhaps if you offered him a tip he might consider running his software again?
NB.  I have no idea if DannyHamilton works for tips!

Failing that, you could try to decipher it yourself - check the transactions and then check each address within to see if it is contained in another unconfirmed tx with this tool - https://tradeblock.com/bitcoin/explorer/

I can see that some of the txs have confirmed but there are many with a very low fee attached that don't meet the min requirement for the ViaBTC accelerator.

Ah, an opportunity for a shark.  What premium would you be willing to pay to exchange your potentially worthless transaction for one with confirmed sources?  Would you take 50%?

A couple months ago I tried a transaction, 74ccfd796cf2cb404a2245f699fd0e5cdf2a3a6b8a7b9cf1169ff2f87c124557, with no fee and it only took 11 days to confirm.  I haven't tried it again more recently to be sure they do make it through still eventually.  Bitfury was the miner that confirmed my 0-fee transaction.

Perhaps someone could look through the recent blocks for 0-fee transactions that made it through.
