Paid to develop altcoin

I need someone to develop an altcoin (IMD) that:
Interact with portfolio of other altcoins
1_ is generated when an altcoin enters the wallet administered by IMD
2 and is excluded when an Altcoin is taken from the portfolio administered by IMD.
I will provide the formulas that will be created and excluded from IMD.
I need IMD:
3_ has access to the price of another altcoin and
4_ has access to the amount of money deposited in the managed portfolio.
5 - IMD should show, amount of altcoins in the portfolios, etrades and output to the public, and quantity of IMD in the market.
6_ inclusion and exclusion of portfolios should be easy to manipulate, for the administrator.
7_ IMD shall periodically withdraw from the market a direct percentage of the customer's portfolio
