I have 2 7970's mining with bitminter right now on two almost identical computers that I had built a few years ago (1 on each). The only difference is that one uses an i7 2600k the other an i5 2500k. The i5 computer has a steady hashrate of around 650-700. The i7 computer bounces around 450 to 630 and changes between this pretty much every second. I switched the two video cards, and the i7 STILL does this while the i5 doesn't, so it doesn't appear to be the video card at fault. Is it possibly a bad psu? Is there a way to check? They both have corsair 850w modular power supplies, which should be overkill considering there is only 1 card in each.

Perhaps try switching the psu's around and see if that narrows it down?

So far, I just external powered the video card using the other comp (so both are running atm), but that didn't fix it. I'll switch the psu's but didn't want to have to do that. they are a pain to pull in and out xD

used the psu and video card from the i5, same problem.
