What determines if you pay a transaction fee? LTC

It just soo expensive and costs at least 0.1ltc. What determines the transaction cost? How do you not pay a fee?

My understanding is if your LTC is scattered across multiple blocks, the more scattered, the more fee/block you have to pay.
