Yeah, if past grievances are going to be used as an excuse for terrorism, Spain would be all ashes now from all the people from former colonies going there to explode - not to mention Jews and Muslims as vengeance for the Inquisition. The election of Donald Trump as the president of the United States (and the defeat of Hillary Clinton) was the biggest disappointment for the hardline Islamists. Had Hillary won, then an  ISIS sympathizer (Huma Abedin) would have become the first lady of the United States.

There are multiple reasons. First of all, terrorist organizations such as the ISIS are able to recruit new radicals mostly through attacks such as this one. Staying in the media limelight is another reason. Also, the terror groups receive a lot of donations from similar minded individuals after each of these attacks.
