I think he just says that cause he felt like it. No specific reason or event that made him come to this thought. He does that sometimes. I kinda agree since I find all these spy games pretty dirty especially between countries that are not direct competitors for anything. What he says does sound a bit too extreme for my taste though.

You would have at least 50 times the human power, a budget dwarfing the one of the uk, home soil advantages a coherent supportive population and some foreigners running around, plotting or waiting to create trouble... if they want to visit china, they could as tourists.

But no, they are in china ready to serve the interests of another governement.

What are they doing? Reporting? Plotting? Spying? Creating blackmailing?

They would be better employed restoring law and order in the uk.

And opportunistically it's the perfect timing... a generous offer would be to ask the local uk leader to leave with everyone... but would they underdstand it as weakness or mercy? Will they all leave?

Then it's a good live training for chinese domestic security forces, and the conditions are right...

If tomorow something very bad happen to china (tsunami, earthquake, asteroid, what ever)  it would be a problem less.

What happened between Great Britain and China. Is their a cold war between them. It is unclear and we do not believe that such things may happen. Plus even if spies are mostly eliminated most of the top secret information is not directly stolen by spies. It's leaked by people with access to it who want to make a quick buck. This kind of people will always exist anywhere in the world. If someone is willing to pay for a certain information, somebody else is probably willing to sell it to him.

When you do espionage, you are aware of the risks. Even countries such as the United Kingdom and the United States do very little to rescue their spies, once they are caught. Countries such as Russia and China are even more strict regarding this. If you are caught, then you are on your own.
