Is it possible (and safe) to import an offline armory wallet seed into an newly created offline electrum wallet to sign transactions on a newly created offline electrum wallet? thanks

AFAIK, Armory do not use BIP32 or BIP39. This makes it impossible for it to be imported into Electrum.

You can of course, import private keys individually.
