PC won't start when 4th GPU attached (for ethereum mining)

Hi, I am trying to build mining rig.
I have a
MSI INTEL B250 1151 socket PC MATE motherboard
3 AMD RX470 GPU's and one AMD RX570 GPU
1000W PSU
Windows 10

problem is when I attach 4th Windows not booting at all. I can't event enter to BIOS setup.
On screen shows BlInitializeLibrary failed 0xc00000bb error

GPU driver version:  22.19.162.4
BIOS version:        E7A72IMS.300

I have tried different combinations of GPU and ensured that all work when I attach only 3 GPU's but on 4th GPU it fails.
