Because DS had already accepted 2 new members couple weeks ago and thats why He said there will be no other or third participants to enter as of the moment,since there are so many applicants that waits for him to accept another member  and also it was about the Campaign title that indicates "OPEN" so now it was changed to "FULL" meaning there will be no application to be entertained until further notice from DS.

No need to readd, simply qoute your previous application here and add some note like changes on post count once you see an [OPEN] mark on the topic title of this thread.

Nobody can tell you that for sure except Darkstar_. In one of the previous rounds he posted that it was not necessary to re-apply if the user applied in the last round. And we are talking about a window of a couple of months between those two application rounds. Just keep checking back for official updates when new slots become available.
