If that is the case, then it is much better. But rather than forcing the victims to take action against the conmen, the government should have played a more active part in prosecuting them.

I'm non-smoker.
I've seen people smoking and If I list them by popularity:

1. Ulaan Shonkhor (Red-falcon), most common and cheap
2. Parliament - expensive
3. Esse - women's top choice in Mongolia, smaller in size and smell of mint sometimes.
4. West, Kent .
5. My father used to smoke Altan Navchis (Golden Leaves) and Nasha Prima (Russian) when he was smoker.

I don't remember exact price of them, a box of Parliament and Esse must have price between 4000-5000 tugrugs.
or increased by 1000-2000 tugrugs because of recent inflation and tugrug's devaluation.
if you need exact price and i will go out and ask it tomorrow morning, Right now it's midnight in Mongolia and I'm at my work too

I suggest chewing tobacco (if one is a nicotine addict or wishes to be.)  I quit smoking 20 years ago when I went to work in the Bay Area.  Chewing tobaccos was probably more common than smoking in my native area (formerly dominated by logging, fishing, etc) and now I'm pretty sure of it.  Anyway, even though I had a chew in over about 90% of the day, most people were surprised to find that I was chewing.  More than that, since I quite smoking I never had a bug go downward from my tonsils into my lungs.  Before about half of them went upward into my sinuses and the other half went downward.

I smoked again for a month while I was working in China simply because chewing tobacco was not available there.  In fact, the store owner kind of freaked out when I asked him about it (through the language barrier.)  One would have thought I was looking for kiddie porn or something!  Perhaps he thought I was looking for opium.  Or perhaps chewing tobacco is just considered a terribly disgusting habit (and I won't deny it.)

I did try 'beetle' when I was in India.  I have a cast-iron stomach, but that just about did me in.  Not only that but the thing the guy made me was about the size of a golf ball.

On nicotine, it would not surprise me at all if there are some actual legitimate health arguments for it.  Specifically in terms of cognitive performance.  At this point, if the 'authorities' say something is bad I sort of take it as a sign that it is not.  And vice-versa (e.g., fluoridated water, aspartame, stevia,  GMO grain, etc.)

A comment on format.

If you go through coin websites you will see a lot of coins that have their own forums, bulletin boards, and other sites that have forums on coins. You will notice that very few of them are successful, very few have many visitors.

One that has had good traffic from the start is bitcointalk, this forum. So from the outset you know they did something right, and you might look at their site, this site, and start by using a similar format, then modify it based on what you think is an improvement. You copied the favicon from this site, which most people would say was not a good idea since favicons are usually unique to a site, but did not copy what would have been more sensible, the format. Bitcointalk seems to use https://www.simplemachines.org/ which they credit on the top right of each page, free open source. The maker of your forum software is unclear, a person would have to click around and find out.

Also language is a bit clumsily handled if it were a western site. Here it is more common to offer translations of a site, usually a flag on the top right that represents various languages. There is a lot of free software that will do rough translations and many content management systems, like forum software, have language modules to make that easier. Perhaps in Mongolia it is more normal to have multiple languages mixed together, in which case it might be correct what you are doing.
