ETH and LTC are both listed on Coinbase.  For credit cards, that's probably the easiest choice as long as you don't mind verifying your identity.

The fastest way and the safest way is to buy them inside trusted exchanges. If you bought it at the trusted exchange sites then you can be sure that your ETH and LTC will be credited in your account. Aside from that you can also do some trading by making buy orders in a lower value and sell it on a higher value. Rest assured if you do this you can have your ETH and LTC instantly.

try coinbase. They are good. But I do not know whether your country can buy bitcoin and litecoin from their platform. I live in asia and currently I can not buy bitcoin on coinbase

Coinbase is not available in many countries. I think changelly will be a good option as it accepts credit card payments. I haven't used it , but heard about it . I will try this exchange in this week because coinbase is not available in my country also. But heard they charges a bit high for purchasing cryptocoins via credit cards.

Cex.io has ETH and does accept credit cards but the thing is that their ID verification takes ages. From this point onward though, it's a decently fast service. Too bad they removed litecoin pairs before its boom.

You haven't told us which county are you from? In general I would suggest you two-three exchanges such as coinbase, kraken and bitsmap.

Coinbase does support ETH and LTC too but like the other exchanges that I mentioned all of them require verification and the verification process can take a long time and maybes it's not the best way for you if you are really in hurry to purchase some coins.

There are some alternative way to purchase ETH by funding your paypal, buying bitcoin and then exchanging to ETH but don't know if the fees worth!
