My BTC-e account was blocked due to inactivity. I submitted the requested documents and support replied to me stating I need to create an account using my same email address at XBTCe and verify it to unblock my BTC-e account. Once it is verified the BTC-e account will be unblocked automatically:https://support.btc-e1.com/index.php.

Is this site legitimate? Has anyone done this and successfully unblocked their BTC-e account? Xbtce requires a driver's license and a utility bill to verify, which sounds simple but is dangerous if sent to a site with ill intent. Any recommendations?

Yes it is perfectly legit. The announcement was made on btc.com yesterday. You can see it here: https://btc-e.com/news/241

What is the security risk of uploading a driver's license and utility bill to xbtce? Are they as trustworthy as btc-e (which may not be saying much)?  I likely did something similar with btc-e years ago but want to understand the risk, especially if this process just was announced yesterday.

There isn't any. btc-e.com is a well trusted company which is in the business for years and besides that, every other company asks the same stuff if you are dealing with FIAT. Hundreds of people submit their personal information to the online exchanges everyday. Unless you have something to hide, there isn't anything you should worry about.

They have given that as an alternative for my verification process. It has been 5 business days since I submitted the request, but their support told me it could take up to 10 business days to verify the account.

It has been 11 days since I submitted and still haven't heard anything and the account is still suspended. Granted it hasn't been 10 business days but the longer it takes the more frustrating it is. I'm excited to trade using the stored BTC on my BTC-e account and so far it has taken almost a month to re-activate my account since first submitting a ticket to BTC-e to resolve the issue.

Does anyone have other suggestions on how to expedite the process? I've seen people mention tactics like contacting them everyday or even writing a ticket in Russian.
