As far as I know, a paper wallet can not be recovered by any mean other than having the private keys. The only failsafe you can do would only to print the code in so many places so if you lose one, you'll still have other code. It's counterproductive, though

maybe your balance doesn't meet the minimum Withdrawal limit, if we count 15,000 DCN if we sell to ETH only become 0.0132 ETH, the current DCN price is 0.00000088 ETH x 15,000 DCN = 0.0132 ETH

High withdrawal fees is big problem for HitBTC they should reduce the fees instead of launching this kind of trading contest. People don't like to trade on this exchange when they alternative place for this purpose.
