yes eth network is currently unstable transactions are taking too much time
so if you want to make transaction of eth coin then you should wait or try with more gas
also poloniex Temporarily Disabled the wallet of eth so wehave to wait for withdraw the eth coins from exchange
when the eth network will stable then try join ICO of skin coin and buy the coins
