If I am not wrong, the Netherlands was one of the first nations in Europe to implement the policy of importing Muslims from Turkey and the Maghreb (probably sometime in the 1960s). At that time the politicians were able to convince the public that cheap labor is needed to keep the factories afloat and these migrants will return to their home nations after 4-5 years.
