I'd like to join an altcoin team, preferably one just starting out. Where's the best place to find someone looking to assemble a team and how should I go about doing so?

Nope he can't find better team on there since people who's staying on their are mostly those people who seeks for bounty and I've never seen anyone posting to build some group their but instead the right site for him to go is those ICO tracking listers maybe he could see some better names and give them a chat so that he can create better team that can help on his dream project.

Depends on who is the person will you send the message since some of devs are very busy for building up their coins developments but if shit devs will answered you surely you will get a project that will never last for so long since you didn't find some good people to build those potential ones. Not unless if you really want to build some good coins here.

I guess it's a yes, just like what I said if you hit their qualification message them and you are confident with your skills to join the team of developers by that altcoin team. Make sure that you will have a background checking for those team and ask yourself if you really want to help team and be part of their team.

The very first step is for you to have a skill or something to offer.

The comment made by other people on this thread is quite relevant, just visit the altcoin section and create a new thread but add what you have to offer to your thread.

    Let's presume you want to contribute as a developer.
    Start by forking the GitHub repository and then make some contribution by improving the documentation or addressing a bug report.
    Solve the problem and then make a pull request.

    Build a relationship with the coin's community on the bitcointalk thread and keep a presence on their IRC channel.
    Try to develop your skills and understanding, enabling you to help the community address the various problems which appear over time.

    You might find some communities have a "Don't Call Us - We'll Call You" mentality whereas others are very welcoming.

    Doing work as a coin developer takes a lot of time, involves a lot of testing and quite a bit of reading and understanding in addition to various computing resources.
    Don't expect to be able to be a significant independent contributor overnight.

    At the same time, don't give yourself away freely.
    A friend of mine once told me, "If you're good at something, never do it for free."

    The easy answer to your question is by way of a shortcut.  Find a mentor willing to help develop your skills as an apprentice.  There are probably infinity developers who would like to have someone test their code before release and to help them with other necessities.
