I read the OP yeah said coins are burned in the OP but still blockexplorer tells there are 400M+ supply.
Which is why contradicting? No wonder this is asked many times as you said so I'm just clarifying.

blockexplorer will show the extra amount as it works from the coins generated in the genesis block plus what was made through staking. 

as far as I know there is no way to remove the extra from there as those are technically still in existence but can never be touched

Currently, investors have withdrawn BTC on their wallets. They do not have BTC available on the exchange to buy PIE so the price of PIE is hard to up
