The Russian authorities are still exploring ways to regulate cryptocurrency transactions before making a draft of the new law for digital currency circulation. The latest proposal from the Russian Ministry of Finance states that digital currencies could be recognized as a commodity with the appropriate taxes and face obligatory customer identification.

Deputy Finance Minister Alexei Moiseev stated:

“Now there are different legal concepts of how to determine Bitcoin. We consider the definition of bitcoin as "other property”.”

That's not really true though.

What will happen is that Bitcoin users in Russia will have to trade peer-to-peer if they want to stay pseudonymous.  There will always be ways to do this, whether or not the Russian government try to regulate cryptocurrency transactions in the country.

This kind of regulation is similar to drugs, for example.  The "war on drugs" never works because it just pushes everything underground, making it more unpleasant and expensive for everyone.  It'll never work.

Russia follows the US in this regard-everything is similar to some state's laws
this is not recognition or legalisation,it is regulation in a form of "hey,now you pay for using cryptocurrencies"
taxes,obligatory KYC identification,exchanges forced to store user's personal data etc.

anyhow,this is just talks,lets come back to this when we see it implememnted
the good thing as with almost everything in Russia,the laws are issued but not always enforced,or just simply being ignored

You are right, for today in Russia there is no law that regulates the cryptocurrency. There are only conversations and versions.
But, I would not be surprised if the legalization of the crypto currency in Russia kills anonymity. The Russian government wants to know everything about its citizens
