Why some exchanges like OK or BTCC offer mobile apps but by direct download not by G playstore or iPhone store.

And they ask for lot of permissions like taking pictures and videos / finding accounts on device / location.

Why so many deep permissions?

The apps which you get in the Google play store or the Apple store are the ones which has been approved by them and the developer has paid the fees to list it there. Better to download apps from the official store as they approve after proper security checks.

For the permissions, it is either for the app to co-ordinate with your system or the developer collects information for marketing.
