I have 4 7950 in open air is there any commands I can use in cgminer to help lower my temps?

I have open air on plastic vented racking and a huge industrial fan blowing on them fromabove but temps still reaching nearly 80oc.

 If you can't get the temp down you might have to try a new cooling solution.

In CG-Miner I am not really sure, but for your case I am guessing you could get some fast fans (Scythe's 5400 RPM (120mm) one is around 130 CFM, bit lound though)) and move some air past the GPUs, or you could get a closed one and get a negative pressure setup. Hope this helps.
