Unfortunately, that transaction has an unconfirmed parent, and therefore it won't confirm until this one does: https://blockchain.info/tx/f465e438c9669decde3456b890de38c0f0419d60bd83e869fa20120f9f002db2

You'll need to get that transaction accelerated first... then try and accelerate the other one.

Why are we suddenly seeing so many transactions that spend 10, 15, 20+ BTC... and use 100 sat/byte fees or less when recommended fees are 300+ sats/byte?

You'd think with a bankroll that large, you could spare a couple of hundred thousand sats as a fee
