There is quite a learning curve there and most of the API's out there assume a certain amount of knowledge of Bitcoin core.

Just one question that will help people respond to your ad.  Is the programming concerning Bitcoin or crypto in some way.  I assume that it does since you posted here, but you never know.  There are a lot of coders out there that can blaze through PHP, or C## or whatever, but there are not anywhere near the same number that know how to use those languages to parse/affect the blockchain or deal with crypto.
