Open up a thread what you exactly need, and i am pretty sure you will find someone who is able to do it for you.

There are a lot of developers in the altcoin sections aswell.
Might make a post there aswell, for the right price you'll surely find someone.

I would like to start a coin, just for smaller purposes and local.  This type of coin should be 100% premine since it shall be targeted to certain set of people or community.
