Glad you didn't post your lbc username or it would have been easier for me to report that account.You can't use digital accounts as collateral.Please lock the thread as I don't see no point in keeping it open.

A Localbitcoin account might be valuable to some, but only to a relative few. I don't think it is worth 0.13 bitcoins if you are going to use that as collateral. It is far too low in my opinion. These Localbitcoin accounts don't go for a lot in the event you default and it will not cover the loan amount in that case.

Being a newbie is not a problem here on the lending section or the forum. The problem is the collateral you are offering is invalid and, again, if it was it is far away from the loan amount you are asking.
