Simply and plainly no. This sounds and stinks like a scam.

Why do you have hipay if you do not have a bank account? I suspect those hipay funds are from MITM or Craigslist scams.

Hipay doesn't look that bad from what I know it, there isn't that much fraud with it but you can't be too careful.

I'm serious, no problem i got this hipay account since 4 years, over 50 000 € move in this account each year from my websites i can proof so no problem. And i want to make transfer step by step so there will be no problem for the 2 parts, what can i do more than this
