I guess if you are in USA its $20 but if you got an international location its $350.
Still don't understand the scam here.
Plus if you charge $350 for shipping and the receiver sees that you only actually paid $20, he will just file a paypal claim and get the difference refunded.
If you charge $350 for shipping + handling then its ok, I guess since you can say the handling is worth $330 to you.

So for this one, I think the scam is that the packaging says 1 dongle nothing about the card itself

Here is what I see out west(US):
1) Shipping and handling $350 (!)
2) 10 business days handling time after cleared receipt of payment. (note: it could take 2 weeks to get this card.)
3) No returns (click on details).
So I think the scam is that this person is just going down to the local computer emporium, paying $779 + tax and shipping you the card.
I think you might have a tough time canceling because they were upfront with the terms and if they send you identical item they have honored their side of the deal.
Best case: you could have $1k tied up for a month + your time.
Perhaps it's a US only scam?

If it is true 350 $ for international shipping, this is very crazyWho would dare pay such a fee? And what kind of shipping mode uses that much cost? For myself it is impossible to dare to pay such a large fee this is scam man!

I'm on the East Coast USA and it's $350 shipping for me. There's definitely safer looking deals on eBay, that's for sure. lol

All the details are on display before the buyer commits. In this case the buyer accepted the terms. (I see $350.) As long as the seller behaves within the guidelines of their own listing and sends a legitimate card, then there is no scam. Besides, there's eBay buyer protection if the seller doesn't follow through.
