2x6990s - cgminer reports ~300MH for 3 GPUs and ~100MH for 1 GPU

As the title states, I've recently noticed that cgminer reports ~100MH/s for one of the GPU cores while the other cores are ~300MH/s. Crossfire is disabled between the physical cards. Running AMD Catalyst 12.8 x64 drivers on 1000W+ PSU with an quad core i7.

Anyone have any ideas why this is happening?
