Go to Profile -> Forum Profile Information. Click the Go Here link under Avatar . That will allow you to set a picture.

as far as I know it is possible that some newbies could wear avatar if they registred before specific date, some long time ago

Yes, it is true that some newbies users have profile picture, eg : https://bitcointalk.org/index.php?action=profile;u=88480
It is because it was allowed years back but now it is not allowed. Earlier one could set gif avatars too but not now (though there's a feature in beta version !)

Yes you are right  if you make the account a long time ago around 2011 you can wear avatar even you are jr.member but for now you need to be a full member first if you want to wear it.
