I tried several exchanges, submitted docs and after many days there is no reply in coinbase, kraken etc. It seems they can't verify ids from most countries automatically, and due to the large influx of people buying crypto it may take weeks to get any support person to look at it.

Is there any alternative to buy bitcoin or other cryptocurrencies for fiat money safely? Any suggestions?

check http://btc-exchange.com. They are linked with Mistertango (bitcoin friendly bank)

You should open https://mistertango.com account and identify yourself (is possible identify with webcam in realtime).

Have you looked at localbitcoins if there are any traders in your area?

Did you try bitstamp?  I'm sure they have the same issue everyone else does which is that the user base exploded but maybe they are better positioned to handle it?  I don't actually know though, just a suggestion.
