No online exchange is safe in the current situation, and you might find that your payment is delayed for a long time.  That said, I would feel safest buying at Bitstamp (or ideally, at LocalBitcoins).

You can buy some of them at Kraken.  If you're looking for additional coins which are less known, you can go on Bittrex.

You can buy Bitcoin form many sites you can google about Buy Bitcoin and have many sites. The most common sites are localbitcoins. The best option that you buy from someone from locally from your area or country that would be easy and would be safe.

For a beginner always I used to suggest localbitcoins, because that's the one I was suggested at the beginning of starting to use bitcoin. Secondly it's suggested to go randomly check the different exchange websites and select the convenient exchange for all sorts of buying and selling of different coins.

Now i always use localbitcoin for exchange and sale transactions to fiat currency, I think this is a good alternative, because in my place there are no stores or other facilities that accept bitcoin transactions.

Everyone is suggesting localbitcoin, and I do too. Why don't you give it a try? Is seems as though you've just walked right pass this suggestion haha

Becasue the price for bitcoin is too high. $2690 for 1 BTC when the value is $2462.

Maybe you mean altcoin trading site. Poloniex maybe your choice to buy altcoin, because altcoin list in poloniex is a coins has been selected (I think).

It's better to use your local exchanger as they usually provide local bank as payment option. If you want to buy other alt coin, i recommend bittrex as it's easy to use and there's a lot of selection.

I recommend you YoBit. This exchanger really have a lot of currencies, many of which I even didn't hear about. That is their style of work. I think you can find every coin that you need there and trade with it.

Well try to search for a local btc exchange as i think there's already a lot available everywhere. You of course would need to exchange your fiats to btc if you're not earning them. My top trade platforms for trading other altcoins would be bittrex poloniex and yobit. I usually transfer btc and alts between these three

I still give my priority to YoBit. Maybe it really was not safe to hold coins at online exchanger years ago, but the progress is not staying at the same point, all sites pay a lot of attention on founds security today.
Add to that on YoBit exchanger you may find a lot of good and bad known alts with which you can stat to work and reach your targets.

This is the best way to purchase bitcoin, using your fiat or your currency.
2. Localbitcoins.
It's a good choice.
3. Coinbase
You can buy bitcoin here using your card (credit or debit) or wire transfer if your country is supported. Once you got your bitcoin then move them to another safest place.


Altcoin:
1. Poloniex
The old and bigest exchanger, support many altcoins.
2. Bittrex
So far trusted, and popular exchanger in this industry.
3. Yobit
It's a good site, but some people had problem with this service, so far i don't have any problem with them.
4. Bleutrade
Sometimes i do trading here, but not many altcoins are listed here.
5. C-CEX
Another good site for trading altcoin.
