Can this be used a HDMI dummy plug ?

https://www.amazon.com/dp/B00OFQUDR0/ref=asc_df_B00OFQUDR05031838/?tag=hyprod-20&creative=395009&creativeASIN=B00OFQUDR0&linkCode=df0&hvadid=198063088238&hvpos=1o1&hvnetw=g&hvrand=16438556882347045153&hvpone=&hvptwo=&hvqmt=&hvdev=c&hvdvcmdl=&hvlocint=&hvlocphy=9008372&hvtargid=pla-318768076279

VS THIS
http://www.ebay.com/itm/0ship-HDMI-EDID-DDC-Plug-Headless-Linux-Windows-Mac1920x1200-emulator-dummy-USA-/191567271934?hash=item2c9a4c97fe:g:bcgAAOSw~OdVb-7m

Quite the price difference.
My new RX 570 and 580's don't wanna play nice unless a monitor is plugged into them.

On the forum : https://bitcointalk.org/index.php?topic=1864028.msg19273491#msg19273491
On ebay : http://www.ebay.com/sch/igor.white/m.html?_nkw=&_armrs=1&_ipg=&_from=
