from my understanding for those with truly sizeable stakes in the BTC market a paper wallet is the #1 most secure out there the 2nd one being off a thumb drive OS that uses some type of linux-derived OS (tails or ubtuntu) with a permanent wallet (software) downloaded on there securely. As making sure you use strong passwords that are 10+ characters long that contain a healthy number of numbers, letters, characters and any other number of different combinations of keystrokes.

Also from my understanding some wallets can't even be accessed/de-crypted using brute if not online (such as if the thumb drive is not attached to computer)

Almost all software wallets are safe. Choose most known ones, its even safer.
Another thing, don't use online wallets its a disaster waiting to happen.
Don't keep BTC on exchanges longer than absolutely needed.

The most secure wallets are hardware ones in my opinion but they cost money. If you are true about holding a big amount of bitcoin I think you may be wanting to get one for yourself , with the price of bitcoin up at over 2500 usd one Ledger Nano S costs only 0.02 btc.

Safe from what though?

Are they safe from an infected phone? Are they safe from a phone stolen whilst switched on, without the owner noticing for say a week? What if the phone didn't encrypt the phone? Is the PIN number long enough, have a lockout or encrypted well enough not to be broken? I've read one post about recovering Mycelium's PIN for example from an XML file on the phone.

In terms of privacy, Bitcoin Core/Armory. In terms of convenience, Electrum.

Honestly, (at least for the two of them) they offer the same level of security as with each other. They do not have any known weaknesses that would compromise the private key. It all boils down to how you manage your wallet. If you like to randomly open files without verifying its integrity, either wallet would be compromised.
