Essentially what they're trying to do is have a 80% miner activated Segwit to avoid the possible chain split caused by UASF on August 1st. Now by all mean this works out for both the miners and users perfectly as they both receive Segwit. The catch is that 3 months after activating it the miners plan on doing a 2mb hard fork thus where the term segwit2x comes from.
