Buy bitcoin first you will have lower fees.
For the exchange, bittrex is good. But poloniex or even others exchanges are fine too.

I don't think nem is traded on an exchange that lows fiat deposits outside of Asia.

You can buy bitcoins anywhere and trade nem on poloniex or bittrex without problems.

i'am going to buy NEM/XEM what is the best exchange and should i buy bitcoin first ?

Buying Bitcoins became mandatory if you want to start trading altcoins. Any altcoin it may be, there are very less people who trade between usd and altcoins. That is also profitable in many times but Bitcoin is the entry to cryptocurrencies. Poloniex and bittrex is the preferable exchange for altcoin trading.

Try Bitfinex or Paxful, but there are a lot of exchanges depending on which country you're from and can google some too whichever you're comfortable with because there are some whose fees are high.

Buy LTC on a fiat based exchange like GDAX, transfer that to Poloniex, use that to buy BTC, then XEM.   Transferring BTC between exchanges is expensive and unreliable.    All exchanges take LTC and it's transferrs are cheap and fast.

I did a comparison of 4 popular exchange platforms which offer XEM trade: changelly, Zaif, Binance, Poloniex.

The main criteria for comparison: payment options, transaction fee, allowed/restricted countries, registration/ approval of account, fiat currencies accepted, limits. Shall I add some additional criteria?

When I was complete newbie to crypto world and wanted to buy some XEM tokens, I had a lot of questions like: which exchange platform to use? what are the transaction fees? what are the limits? I tried to answer these questions in this article - Where to buy NEM/XEM

I hope this summary will help you.

Please let me know if you see some wrong information or if am I missing something. Also let me know if should add some other exchange platform to this article.

As far as I know, you can buy that coin only in Cryptocurrency market.
NEM (XEM) already has about 40 markets, you can see it on the following link. https://coinmarketcap.com/currencies/nem/#markets
