Good question, IMO, Bytom was in before the ICO ban so they're good from that POV. In terms of the list of ICO platforms to inspect talk, to me, it seems like they're only looking for fradulent/criminal activities. As long as Bytom wasn't partaking in that they should be good I'm thinking. To me this doesn't really change much, because if Bytom was in to shady activities, investors stood to inevitably lose their money anyway, maybe just not as fast.
It's clear China is down with blockchain tech considering how vocal they've been in getting behind Neo. I personally don't think there's anything to see here really.
