Both are legit services and I'm not sure about the fees but I know that PerfectMoney is irreversible just like bitcoin and to save fees, you may want to verify your identity but when It comes to the limits and closing accounts with no reason etc. PerfectMoney and Okpay are definitely a better option then PayPal.

okpay above perfectmoney
okpay open support withdraw and deposit many option, bank tansfer wire, crypto(bitcoin , litecoin)
support debit card and more, perfetcmoney withdraw and deposit need exchanger can't direct

Unjust to compare Paypal with the exchanges you referred to.
Paypal has established it's credibility from a long time whereas these payment processors sprung up and vanish quite often. But if you are concerned with the verification process, then you have to compromise with these kind of services, as Paypal is very strict in verification processes.
