If I was you,I wouldn't really bother making a new website.Use one of the existing API's or just the website itself to notify with a sound when a new block is produced.Parsing the page with beautifulSoup/Python will make things so much easier.

By the way, website that similar to OP idea is already exist, http://blockear.com not just one there are some site similar, I forgot the other.
